JEFFERSON PARK — Rarely do strip malls create much, if any, controversy.
But a proposed ban of developing strip malls in a Jefferson Park corridor has pitted Ald. John Arena (45th) against the neighborhood association.
Arena says the ban would be the first step in an effort to bring new life to the struggling Jefferson Park Business District. Neighbors say it would create a parking crunch.
