Woman Beaten to Death by Boyfriend Inside Kips Bay Apartment, Police Say

MANHATTAN — A Brooklyn woman was beaten to death by her ex-con boyfriend inside an East 28th Street apartment building with her young son inside, according to police.

A city housing worker found Latisha Fowler, 38, with head trauma in the bedroom of an 18th-floor apartment at 344 E. 28th St., between First and Second avenues, around 9:30 a.m. Sunday, the NYPD said.

Fowler’s 33-year-old boyfriend, Charles Pratt, was also inside the apartment when police responded and was taken into custody. He was later charged with murder, the NYPD said.

Fowler's 6-year-old son had opened the door for the NYCHA worker, but it was unclear whose apartment they were in, officials said.

EMS responded and declared her dead at the scene inside the building operated by the New York City Housing Authority, according to police.

It's not clear what sparked the attack, police said.

Pratt has been arrested 10 times before, police said.

Between September 2010 and May 2014, he served time in prison for drug dealing and a weapons charge, records show. 

Pratt was awaiting arraignment in Manhattan Criminal Court on Monday afternoon.
