6 Arrested for Selling Heroin in Staten Island, DA Says

SOUTH BEACH — A five-month investigation resulted in six accused heroin dealers being arrested in Staten Island, District Attorney Michael McMahon announced.

Kaiser Rafiq, 43, Kelly Jackson, 35, Jason Schulz, 42, Louis Machuca, 37, Shanna Gina, 35, and Katherine Roshetar, 28, were arrested Friday after they sold heroin to undercover officers numerous times, McMahon said.

"Stemming the flow of dangerous narcotics in our communities is the only way we will ever rid Staten Island of this drug scourge," McMahon said in a statement.

"My office will continue working with our partners in the NYPD to ensure that those responsible for flooding our streets with deadly heroin are held accountable for their actions."

From April until July, the six sold heroin to undercover officers in South Beach, Arrochar, Dongan Hills, Grasmere and Stapleton, prosecutors said.

The investigation — dubbed "Operation Beach Boys" — also netted heroin and crack, authorities said.

They were charged with sale of a controlled substance and possession of a controlled substance at their Saturday arraignment, McMahon said.
