City Hall bureaucracy can be frustrating — even if you're the boss.

Council Speaker Melissa Mark-Viverito tweeted out a photo of a broken cross signal in East Harlem Tuesday afternoon, asking the Department of Transportation to take care of it.

The agency responded — telling her that calling 311 should be her first action.

The speaker wasn't happy.

Her tweet also received pushback from a user, accusing the speaker of trying to court favoritism from the agency.

Mark-Viverito did eventually get a message telling her DOT crews had been informed.
