Man Who Tried to Rape Woman in the Strauss Houses Arrested, Police Say

MANHATTAN — Police have arrested the man accused of trying to rape a woman in the stairwell of a Kips Bay public housing complex on Thanksgiving, according to the NYPD.

Dominique Frazier, 31, tried to rape a 48-year-old woman in the stairwell of the Strauss Houses at 344 E. 28th St. shortly before noon on Nov. 26, police said.

He was arrested near the complex roughly 11 p.m. on Dec. 5., according to authorities.

Frazier approached the woman and forced her into a 17th-floor stairwell before shoving her onto the stairs and forcing her to perform a sexual act on him, according to a criminal complaint.

During the attack, the victim bit Frazier's groin, causing him to bleed and flee with the woman's purse, according to the complaint.

The woman chased Frazier down as he ran and with the help of another man snatched her handbag back from her attacker. Frazier escaped into the lobby elevator, police said.

The victim was taken to Bellevue Hospital where she was treated and released, according to police.

Police identified Frazier as the suspect shortly after the attack, and officers on patrol apprehended him near the Strauss Houses, where he lives just a floor above the scene of the alleged attack, according to a spokesman.

Prosecutors charged Frazier with attempted rape, criminal sex act by force. and robbery. He's being held on $50,000 bail, according to court records. Frazier was arraigned on Sunday and his next court date is Dec. 11.

A lawyer for Frazier did not immediately return a request for comment.
