CHELSEA — The Chelsea Film Festival will return to the SVA Theatre in October for its second annual run.

This year's festival will run from Oct. 16 to 19 and will focus on global issues, with the goal of introducing foreign films to the public and "giving a voice to the unheard."

The film fest is now accepting submissions for feature-length and short films, along with documentaries by emerging filmmakers.

The festival was founded in 2013 by Paris native Ingrid Jean-Baptiste and her mother Sonia. More than a dozen films were screened in the first fest, which included works from Lithuania, Kenya and the Ivory Coast, along with local selections.

The deadline for this year's submissions is July 7, with a late deadline on Aug. 29. Full guidelines for submissions are available on the event's website
