Man and Woman Killed in Mill Basin Crash, Police Say

BROOKLYN — Two people were killed when their car slammed into another in Mill Basin Tuesday evening, police said.

Philbert Martin Williams, 20, with 18-year-old Christina Wipper in his passenger seat, was driving south on Flatbush Avenue about 6:40 p.m. when he slammed his Nissan Maxima into a BMW that was turning onto Avenue U from the opposite direction, the NYPD said.

Wipper died at the scene and Williams was pronounced dead at Coney Island Hospital, police said. The relationship between the two was not immediately clear.

The BMW's driver and passenger were taken to Kings County Hospital and treated for minor injuries, police said.

Investigators believe that Williams had been speeding when he hit the BMW, a source said. No criminality is suspected and no tickets or summonses have been issued, a police spokesman said.

Hours after the fatal crash, the NYPD announced that it would launch a 48-hour crackdown on speeding throughout the city starting Tuesday morning.

The crackdown is part of a recent campaign by the city to limit the number of traffic fatalities.
