MANHATTAN — Police have caught a man who claimed to be a "neighborhood watchman" before allegedly leading a woman to a West Village stairwell and raping her early Sunday morning, according to reports and court records.

Ivan Ramos, 22, was caught at 6:30 a.m. Sunday, after allegedly forcing a woman down an outdoor stairwell on Perry Street and raping her, according to court records. Ramos claimed that he was a "neighborhood watchman" and promised to take the woman home, authorities told the New York Post.

After approaching the drunken woman on a sidewalk and trying to get money out with her ATM card, Ramos allegedly dragged her into a stairwell, raped her and forced her to perform oral sex, according to the criminal complaint.

He was caught by Sixth Precinct police shortly after the attack, and was found with the victim's credit card and debit card in his possession, the complaint said.

Ramos, a New York native, flailed his arms, refused to be handcuffed and tried to run from cops, according to the complaint.

He was charged with rape, criminal sexual act, criminal possession of stolen property and resisting arrest.

Ramos is being held on Rikers Island on $300,000 bond and is due in court Friday.

Reported rapes are down in the Sixth Precinct this year through April 1. There was one reported rape in the area in that time period compared with five in the same period last year, according to NYPD data.

Reports of rape are up almost 4 percent citywide, from 342 last year through April 1 compared with 355 during the same period in 2012.
