Harlem Parents Captured after Allegedly Abducting Kids from Foster Agency

MANHATTAN — A Harlem couple accused of kidnapping their eight children from a foster-care agency were apprehended with the kids in Harrisburg, Pennsylvania on Monday, police said in a statement.

The parents, Nephra Payne, 34, and Shanel Nadal, 28, of 1430 Amsterdam Avenue, were taken into police custody after being captured by the NYPD's fugitive task force, according to the NYPD.

The children, between the ages of 11-months and 11-years-old, were all in good condition and placed under the care of the Harrisburg Administration, the department said.

Cops have been searching for the Payne family since Monday last week, when they say Nadal took the children from Foresdale child agency in Queens.

Like their father, seven of the eight children are called "Nephra Payne," though each of them has a different middle name, according to the police statement announcing their abduction. The eighth child, an 11-month-old girl, is named Nefertiti, the statement noted.

The parents had been wanted for "custodial interference."
