NYPD Promotes Dozens of Officers and Names New Head of Crime Lab

DOWNTOWN — Dozens of police officers were promoted to lieutenant and detective Tuesday morning during a ceremony at Police Headquarters.

"I want to thank you for your efforts day in and day out to protect New York from crime," Police Commissioner Raymond Kelly said to the officers in a packed auditorium.

A few civilian NYPD employees were also promoted, including Dr. Scott O’Neill, who was tapped to run the city’s crime laboratory.

"He will oversee the nation’s busiest crime lab," Kelly said.

O'Neill is a 12 year NYPD veteran, and also has a Ph.D. from the University of Strathclyde in Scotland, Kelly said.

City Council Speaker Christine Quinn also attended the ceremony.

"Congratulations to our new lieutenants and best of luck to you," Kelly said.
