CHICAGO — Ald. Howard B. Brookins Jr. appeared bound for a runoff election on April 7 in the 21st Ward, but who exactly his opponent will be was still unknown early Wednesday as vote totals from two precincts still had not been counted.

With 52 of 54 precincts counted, Brookins had almost 42 percent of the vote, less than the 50 percent threshold needed to avoid a runoff.

Challenger Marvin McNeil had 14 percent, ahead of Doris Lewis Brooks, who had nearly 12 percent.

Patricia A. Foster and Joseph C. Ziegler Jr. both had about 10 percent, Ken Lewis had about 7 percent of the vote, and Jeffrey Baker had almost 6 percent.

McNeil and Brooks were separated by only 297 votes.
