Following the death of Charlie the carriage horse, animal rights advocates have proposed a ban on working in severe weather and limiting horses to a five-day work week.
The ASPCA's head equine veterinarian issued a statement last week that claimed Charlie the carriage horse was in pain before he died. Now, she's taking that back, and facing suspension.
