Pier 40 Development to Get Public Scrutiny at Community Board Meetings

HUDSON SQUARE — Claims that a new waterfront development across from Hudson River Park's Pier 40 will have minimal impact on the neighborhood are being investigated in a series of Community Board 2 meetings.

They're being held to allow the public to review the project at the St. John's Terminal building at 550 Washington St. in general, as well as particular sections of an environmental review of it called a Draft Environmental Impact Statement.

The DEIS can be viewed online.

The report was commissioned as part of the city's public Uniform Land Use Review Process (ULURP), which is required for all developments needing a zoning change. 

The St. John's Terminal project developers have proposed buying the air rights to Pier 40, which would allow the Hudson River Park Trust to finance critical repairs to the pier while allowing the terminal project to build a larger development.

Their project includes five buildings holding retail, condos, affordable housing and potentially a hotel.

Here's the rundown of the various meetings, including where and when they will be held:

Wednesday, June 1, 6:30 p.m., at the NYU Silver Building at 32 Waverly Place in Room 206 — The Parks and Waterfront Committee reviews open space section of the Draft Environmental Impact Statement (DEIS).

Thursday, June 2, 6:30 p.m., at the NYU Silver Building at 32 Waverly Place in Room 206 — Traffic and Transportation Committee looks at the DEIS' transportation section with an eye to its claims about traffic, transportation, pedestrian safety and quality of life.

Monday, June 6, 6:30 p.m., at the Fire Museum at 278 Spring St. on the third floor  — Pier 40/St John's Terminal Working Group holds a public hearing to review the ULURP application. The Hudson River Park Trust is expected to testify and be questioned on how they will use the remaining air rights that are not being sold to the St. John's Terminal developers.

Wednesday, June 8, 6:30 p.m., at the NYU Silver Building at 32 Waverly Place in Room 206 — CB 2 Land Use Committee looks at the land use, zoning and public policy sections of the DEIS.

Tuesday, June 14, 6:30 p.m., at Little Red School House at 272 Sixth Ave at the corner of Bleecker Street in the auditorium — CB 2 Schools and Education Committee looks at the community facilities and services section of the DEIS.

Tuesday, June 14, 6:30 p.m., in the CB 2 conference room at 2 Washington Square Village — Final general meeting, discussion among Pier 40/St. John's Terminal Working Group only (public can observe but not participate).

Thursday, June 23, 6:30 p.m. at the Scholastic building at 557 Broadway in the auditorium — Working Group's resolution to be voted on by the full board.
