UPPER EAST SIDE — The W train is coming.

The Metropolitan Transportation Authority's full board voted Wednesday morning to approve a service plan for Phase 1 of the long-awaited Second Avenue Subway system. 

The W train is expected to roll back into service in November. And the Second Avenue subway line is due to open in December, despite ballooning costs, construction delays and unmet milestones, officials say.

The project’s independent engineer said Monday that the MTA needs to increase its monthly spending by $10 million in order to keep its end-of-year deadline."

The recommended service plan would restore W train service in Manhattan and Queens as well as revise service on the N and Q lines. 

A new subway map showing the routes was unveiled earlier this week.
