STAPLETON — A man was arrested last week after police saw him riding a Citi Bike on Staten Island, which doesn't have a station for the bike share program, prosecutors said.

Police spotted Brad Balkcon, 42, standing next to the blue bike in front of 180 Canal St. shortly after midnight on Friday, prosecutors said.

When police questioned him about the bike Balkcon said "That's my bike, what's the problem?" according to court records.

Prosecutors said that the bike Balkcon had was rented on Oct. 16 and not returned to another station in the 24-hour period.

Balkcon was arrested and charged with criminal possession of stolen property, the Staten Island District Attorney's office said.

He was previously arrested on Sept. 30 after kicking a police officer who was trying to arrest him when they kicked him out of the Mariners Harbor library branch, the Staten Island Advance first reported.

Balkcon was previously banned from all libraries and when police tried to arrest him, he fled, flailing his arms and kicking to avoid being arrested when they caught up with, prosecutors said.

His bail was set at $1,000 for his latest arrest, and he's due back in court on Wednesday, according to online court records.

Balckon's lawyer could not be immediately respond to request for comment.
