Gov. Cuomo to Announce Transgender Discrimination Protections, Sources Say

MIDTOWN — Gov. Andrew Cuomo is expected to announce statewide transgender anti-discrimination regulations during the Empire State Pride Agenda’s Fall Dinner Thursday night, according to the organization and sources within the administration.

The regulations would protect transgender people from discrimination in housing, employment and education, among other areas, according to sources and the Pride Agenda.

“After years of tireless advocacy, we’ve won a tremendous victory for transgender civil rights with Governor Cuomo’s announcement tonight,” Nathan Schaefer, executive director of the Pride Agenda, said in a statement.

Cuomo is expected to direct the State Division of Human Rights to extend protections to cover gender identity, transgender status and gender dysphoria.

The move comes after the state Senate repeatedly voted against passing the Gender Expression Non-Discrimination Act — known as GENDA — which would have added gender identity or expression to the state’s human rights law.

“We look forward to working with the Administration to quickly implement these regulations so transgender New Yorkers are protected from discrimination — a basic civil right that is long overdue,” Schaefer said in the statement. 

The 25th anniversary Pride Agenda dinner is set to take place at the Sheraton Hotel in Times Square at 7 p.m.
