LOWER EAST SIDE — A hybrid wine bar and art studio, an international tapas restaurant and 12 other new bars and eateries are on the way to the Lower East Side and East Village.

Pinot's Palette, a wine bar where you can paint, will open its first New York City location at 178 Stanton St., replacing the Moldy Fig jazz club that recently shuttered, according to documents filed with Community Board 3.

And in the East Village, Cork n' Fork, an international tapas restaurant, will replace Kemui Den at 186 Avenue A.

Pinot's Palette and Cork n' Fork are among 14 soon-to-open businesses that applied for liquor licenses at a Community Board 3 meeting Monday night.

After hearing from residents concerned about the saturation of bars on the Lower East Side, CB3 members voted to deny three of the license requests: Amuse, a wine bar and jazz club that plans to take over 121 Ludlow St. once Tromba closes; 100 Montaditos, a fast-food chain from Spain that plans to replace the EarthMatters juice bar at 177 Ludlow St.; and Rouge NYC, a wine bar that is still under construction and will replace a bodega at 94 Rivington St.

The State Liquor Authority will make the final decision on the liquor licenses.

Other bars and restaurants coming soon to the neighborhood include:

— Fa Tebene Fratelli, an Italian restaurant, will replace Kura, a Japanese restaurant at 130 St. Mark's Place. The menu includes risotto with porcini mushrooms and homemade sherbet.

— Casa Blanca will replace Le Caire Lounge at 189 East Third St.

— North River, an American restaurant with a tentative menu that includes fried chicken and hanger steak, will replace La Zarza at 166 First Ave.

— Bruno Pizza will replace a laundromat on 204 E. 13th St.

— Inside Bar will open at 221 Avenue B next to a Subway sandwich shop.

Three more soon-to-open bars and eateries don't yet have names: a Chinese restaurant at 172 Orchard St., a bar at 12 Stanton St., and a coffee shop at 100 Stanton St.
