HARLEM —  Investigating a report of child neglect and narcotics sales in a Harlem apartment building, police wound up dangling a suspect outside a seventh-story window Thursday morning, NYPD officials said.

Officers Isaias Alicea and Vincent Gagliostro responded to a 911 call about illegal activity at the apartment at 75 LaSalle St., in Harlem's Grant Houses, at 8:30 a.m. Thursday, police said.

A woman inside the apartment initially refused to open the door but agreed once the officers said they needed to check on children who could be in danger.

Once inside, officers saw a man flee to a back bedroom, locking the door behind him, police said.

The officers told the man, Michael Mulraine, 40, to unlock the door, which he did, and they found him lying on a bed with a gun in his hand, partially hidden by the mattress.

Mulraine then got up, leaving the single-shot Derringer handgun under the mattress and headed for the door. But Gagliostro stopped him while Alicea grabbed the gun, police said.

Mulraine struggled with the officers and tried to grab one of their batons. He then raced to the living room, removed the window guard and jumped from the seventh-story window, police said.

As he fell, the officers grabbed Mulraine's arm and leg and held the 200-pound man, dangling out the window, until four other officers arrived to pull him back into the apartment.

Police arrested Mulraine, who lives in the apartment, and charged him with attempted robbery, assault, criminal possession of a weapon and resisting arrest, NYPD officials said.

Mulraine was taken to Harlem Hospital with a sprained wrist and ankle and for psychological evaluation.

Officer Saul Jeune, one of the other officers who responded, was treated for a sprained right ankle and knee, police said.

The officers did not find any children in the apartment, but an 11-month-old girl does live there with her mother, police said.
