Police Looking for Harlem Mom Who Abducted Her Children from Foster Care

HARLEM — Police are looking for a Harlem woman who allegedly stole her eight children from foster care.

Shanel Nadal, 28, took her kids without permission from the Forestdale child agency at 112 Street in Queens Monday afternoon, police said.

The children range in ages from 11 months to 11 years old.

They may be traveling with their biological father Nephra Payne, 34. He drives a black 1996 Chevrolet Suburban, with the New York plate number "EXZ5896," according to police.

Both parents live at 1430 Amsterdam Ave. in Harlem.

The children's names are

  • Nephra Ceo Payne, 10
  • Nephra Shalee Payne, 6
  • Nephra Umeek Payne, 5
  • Nephra Yahmen Payne, 4
  • Nephra John Payne, 9
  • Nephra Rashul Payne, 6
  • Nefertiti Payne, 11 months
