The top federal prosecutor in the region says gangs are emboldened.

"Why would I drop it?" Burke said about his ordinance that makes attacks on police officers hate crimes.

The robbery happened Aug. 21 in the 2100 block of North Lincoln Avenue, police said.

"As it stands now this is unacceptable," said Ald. Hairston in making a proposal for civilian oversight.

Burke was inspired by the life-saving tactics of two officers who are combat veterans.

Union head Dean Angelo Sr. asked police to spend time with family, "burn some burgers in the backyard."

"There's no strategic plan right now for training in the Department," said Lori Lightfoot.

University of Chicago law professor Craig Futterman told council panel that IPRA needs to go.

Officers will saturate the Town Hall Police District from 7 p.m. Friday to 3 a.m. Saturday.

A City Council panel will meet as the Police Department is going through major personnel changes.

"We have to have a new level of accountability on the streets of Chicago," said Mayor Rahm Emanuel.
