Uptown Police Districts Getting New Top Cops

UPTOWN — Police districts encompassing Uptown and other North Side neighborhoods are getting new top cops, a police spokesman confirmed Monday.

A veteran executive officer from the Near North Side police district, Capt. Cornelia Lott, will be the new commander of the Foster District, according to Martin Maloney, a Chicago police spokesman. Lott has worked in the department for 23 years. 

Lott is replacing Cmdr. Kevin Duffin, who is leaving his job as the head of the district to become the commander of the Area Central Detectives Division.

The Town Hall District is also getting a new commander. Capt. Robert Cesario, a 23-year CPD veteran and commanding officer of central investigations, will replace Cmdr. Elias Voulgaris.

Capt. Cesario focused on fugitive apprehension, financial crimes, major accidents, arsons and working with the FBI violent crimes task force while at the helm of the central investigations team, Maloney said.

Voulgaris will become the commander of the bureau of patrol.
