CPD Shakeup Leads to New Leadership on North Side

LINCOLN PARK — A city-wide shakeup in police leadership will result in new commanders in both the Near North and Town Hall Districts.

The top cop in Near North, also known as the 18th District, Cmdr. William Dunn, has been promoted to Commander of Area North Detectives. In the Town Hall District, also known as the 19th, Cmdr. Elias Voulgaris has been promoted to Commander of Bureau of Patrols.

Dunn was appointed commander of Near North in late 2012.

The Near North District is bordered by Fullerton Avenue to the North, the Chicago River to the west and the south and the lakefront.

Capt. George Devereux, who has served with the CPD for 28 years, will be promoted to commander of the Near North.

Devereux is currently the executive officer of the Gresham District, or the 6th, on the South Side.

He has received more than 100 awards during his career, according to a police spokesman.

Capt. Robert Cesario, who currently serves as the Commanding Officer of Central Investigations, will take over Town Hall effective Monday.

Cesario currently commands Fugitive Apprehension, Financial Crimes, Major Accidents, Arson Section and the FBI Violent Crimes Task Force.

Ald. Tom Tunney (44th Ward) said he plans to coordinate a community meeting for neighbors to meet the new commander in the near future and commended the former commander for his work in the 19th District, which encompasses parts of Lakeview, Uptown, Lincoln Park, North Center and Lincoln Square.

"Commander Voulgaris' accessibility and commitment to our community was truly commendable. Under his leadership, we have seen an improvement in both our public safety and quality-of-life," Tunney wrote in an email, crediting the commander with creating the district's entertainment detail and increasing midnight shift staffing.

Town Hall is bordered by Fullerton Avenue to the south and Montrose Avenue to the north. The river is the boundary to the west and the lake to the east.
