MANHATTAN — The City Council is set to unleash a blizzard of legislative activity on Monday during its final stated meeting of the year.

Top on the list of scheduled votes is an override of Mayor Michael Bloomberg's veto of a bill that would grant a five minute grace period on expired meters certain parking zones around the city.

Thirty-four votes are needed to override the veto, and the Council passed the legislation 47 to 2 last month. Bloomberg has said the law would lead to chaos. Backers say the law addresses aggressive ticketers.

Also on the Council's plate today is a vote to rezone the area around the MTA's Western Rail Yards to make way for the controversial Hudson Yards project, and a plan to rezone 31 acres in Williamsburg.

A bill that would increase the penalties for selling a toy gun by 500 percent is also expected to be voted on, as is a bill that would require park conservancies to have at least one board member who lives within the Council district where the park is located.

Another bill would require the Department of Transportation notify Council members and Community Boards about major construction projects.

Rounding out the docket are a bill that would ease licensing requirements for businesses with arcade games, renaming 70 streets and public places and overriding two other mayoral vetoes.
